When the scaffolding of sex is built starting not long after conception - intense production of sex hormones by the fetus, and again with ‘mini-puberty’ just after birth for several months, foreign hormones cannot finish the maturation any more than you could put finish the carpentry of building with square pegs in round holes. You really eloquently stated the fact that that puberty “blockers” cannot be temporary, and foreign hormones can be devastating. Once the final growth stage(s) launch for a human - neural, muscular, bone - you can’t pause, you can only disrupt.
